I am not being modest to say I have figured out a solution to recovering our form of government. It is a fusion of three seperate ideas, which taken individually cannot work, but when taken together, in a blended fashion, can achieve the desired result.
Government derives much of its' power through the tax code. Picking, and choosing winners, and losers in commerce, with all kinds of market regulations, through the tax code, giving incentive for business to lobby (try to bribe) the congress, and individual legislators, into bending tax codes to the advantage of the entity supporting the lobbyist proffering the bribe. If the tax code was fixed to apply equally to all business, or better yet, to not interfere at all, in the marketplace, there would be no reason, nor temptation to influence for monetary gain. That would all but eliminate much money from the government meant to persuade it.
Congress will resist any attempt to take away that power of the purse that has been amplified by the money changers, in the temple of our government. The established parties will not allow it. The established parties have also co-opted the voting apparatus nationwide, preventing a successful third party. Since a third party will not wrest power from the two major parties, how can we take away the power, by eliminating the money these parties wield?
Term limits, and taking away the powers of incumbancy, will help. If a legislator doesn't have time to build a base of tax manipulating lobbyists, and the investment by a lobbyist is only for short term help, the influences will decrease. As those influences decrease, the party apparatus will decline, creating the ability of a third party to come in, and eleiminate the current tax codes. That will strangle the government money supply, and losen the grip government has, on the throat of the citizens.
The key is to start with term limits, give the lobbyists only term limited access to the legislators to influence them, and also, the heads of commitees (chairmen/women) will revolve, making it much harder to gain good purchase upon the mountian of legislation.
When the party machinery has weakened sufficiently, a third party can be established, to caucus with whichever party is strong enough to form a coalition. The influence of this third party will be disproportionate to its' size due to the need to form a ruling coalition, giving it the power to begin to dismantle the tax code, and free the government of the corruption brought about by people trying to influence legislators for gain.
Last, but not least, such a government will be too mercurial, requiring some discpline that has been removed, aiding the current slip, into the state we have now, unforseen by the founders. The discipline can only be restored by eliminating the 17th ammendment. The senate must be returned to a branch not to be used by popular whim, which can be easily influenced. The senate is the guard to the treasury, which can be used to buy votes, through largess. The treasury must be locked!
I haven't mentioned social lobbys. They are a part of the real discussion government, and society should have. Within the framework of the constitution, is the mechanism to debate what should happen, in the governmet. As long as the Bill Of Rights exists, there will be commity using this mechanism to sustain our nation.
